I own a housekeeping company and by far my best suggestion for you is an Oreck Orbiter. This machine can sand/polish/clean and buff hardwood floors. Also does tile and carpet. Cost: $400.00, I can send you a coupon for 10% off.
I have taken floors in worse condition than what you speak of and brought them back to life.
Take care and good luck.
Where they rent carpet cleaners, they also sell bottles of detergent for them. One is called Odor Remover, and it works really, really good. You don’t have to use it in the rented machines. You can use it in a pail of warm water. I would try that plus some Lysol and use a mop and bucket. I might even try Lysol by itself. It’s a great cleaner and disinfectant. When you mop the floor, press and scrub with the mop. Don’t just slosh it around. I don’t know what to shine the floor with afterwards. They will have it at a home center for sure.
They have several cleaners from Hoover and Bissell at Amazon.com:

Cleaning hardwood floors is one of the simplest chores in the world. Go over them whenever needed with a soft broom, and every couple of weeks, vacuum them with the soft brush attachment. Should you spill something on the floor, clean it up immediately with a damp mop
